Can the 125 Forney Easy Weld weld 1/8″ steel using a 15 amp circuit?

The 125 FC (ITEM# 299) machine is capable of welding 1/8″ steel and the plug can be 15 amps but the breaker should be 20 amps. The power cord is a 15 amp cord.
